Commuting and relocation allowance

Commuting and relocation allowance compensates costs by having to commute or to relocate because you accept a job. As of 1 January 2018, commuting and relocation allowance may also be granted on the basis of education or training required to take on a job.

The benefit may be paid if

  • you are entitled to unemployment benefit immediately before you start the job
  • when you start the job, your daily commute in full-time employment takes more than 3 hours, or 2 hours in part-time work
  • the job lasts at least 2 months
  • the education or training related to the job is a requirement for getting the job, provided you apply for commuting and relocation allowance on the basis of education or training related to the job. Please note that a course for an occupational safety card or hygiene passport does not fulfil this requirement.
  • your daily commute for education or training related to full-time employment is more than 3 hours a day (2 hours for part-time work).

However, commuting and relocation allowance is not paid during your own leave (such as unpaid leave).

Amount of commuting and relocation allowance

The commuting and relocation allowance is the same as the basic daily allowance, EUR 32.40 per day. The allowance is paid for 5 days a week for full-time employment. If you work part-time, you receive this allowance only for the days you have been working. The commuting and relocation allowance will be paid as follows, depending on the duration of work:

  • work duration at least 2 months, allowance paid for 30 days
  • work duration at least 3 months, allowance paid for 45 days
  • work duration at least 4 months, allowance paid for 60 days.

Applying for commuting and relocation allowance

You should apply for commuting and relocation allowance within three months from the beginning of education or training related to a job, provided it is a case of work that started in 2018 or education or training related to a job. If your job started in 2017, under the then law you had to apply for the commuting and relocation allowance already before you started work.

You can print out the application from the website of the Federation of Unemployment Funds in Finland. Attach your employment contract to the application.

Increase to commuting and relocation allowance, and child increase

You are entitled to an increase to the commuting and relocation allowance if the workplace or place where the education or training related to job is situated more than 200 kilometres from your home or where you lived previously.  The higher allowance may no longer be paid when the education or training ends if the workplace is less than 200 kilometres from your home.

If you are using a car, the length of the commute is checked from the odometer. If you do not have a car, the length of the commute is the distance by using public transport.

The increase to the commuting and relocation allowance is EUR 4.74 per day.

As of 1 January 2018, a child increase applies to the commuting and relocation allowance for children under 18.

The child increase is

  • EUR 5.23 for one child
  • EUR 7.68 for two children
  • EUR 9.90 for three or more children.
